I can do it on some alts, and the character working through the story, but I had an alt that couldn't start it; all the alts I tried it with were level 80. Most of the ones where you fight something could already be reactivated daily for the item/exp reward, this is just a visual indicator of that. Not new but the icon is new. You cannot actually infinitely gain hero points (I don't think) but it just concretely states that you can repeatedly complete the HP for reward.
